Bakit Hindi Episyente at Mapagpantay ang Libreng Matrikula sa mga Pampublikong Kolehiyo at Pamantasan

Abstract
Ang pinagsamang Senate Bill 1304 at House Bill 5633 na naglalaan ng libreng edukasyong pangkolehiyo sa lahat ng pampublikong pamantasan at kolehiyo sa buong bansa ay naghihintay na lamang ng lagda ng Pangulo upang maging batas. Ipinagmamalaki ito ng mga mambabatas na humubog nito at marami ang nagbubunyi sa tulong na maidudulot nito sa halos 1.4 milyong estudyante sa mga pampublikong pamantasan at kolehiyo sa buong bansa. Subalit ang mga tagapayong ekonomiko ng Pangulong Duterte ay may alinlangan sa pagiging episyente at mapagpantay ng panukalang batas. Batay sa pamantayang ekonomiko, ang pagsusuri ng panloob na porsiyento ng balik mula sa pagsukat ng mga benepisyo at gastos  sa pangangapital sa edukasyon ay gagamitin upang ipakita na hindi episyente at mapagpantay ang panukalang ito sa paggamit ng mga kapos na yaman ng pamahalaan. Susuriin din ang mga implikasyon ng panukalang batas sa pagpapalakad ng mga pribadong pamantasan at kolehiyo, sa kalidad ng lalong mataas na edukasyon sa bansa, sa pananaliksik at sa pagpapasulong ng iba pang mahahalagang layunin ng lalong mataas na edukasyon.

Si  Tereso S. Tullao, Jr. ay  University Fellow, Profesor sa Ekonomiks, Direktor ng Angelo King Institute for Economic and Business Studies at dating Dekano ng Kolehiyo ng Bisnes at Ekonomiks sa Pamantasang De La Salle-Maynila (DLSU). Nagtapos siya sa DLSU ng Bachelor of Arts sa Ekonomiks summa cum laude (1973), sa Stanford University ng M.A. sa Development Education (1974) at sa  Fletcher School of Law and Diplomacy, Tufts University ng M.A.L.D. (1980) at ng Ph.D (1982).
 
Si Dr. Tullao ay nagkamit ng maraming parangal mula sa DLSU at iba’t ibang organisasyon sa larangan ng pagtuturo, pananaliksik at pagsusulat. Ginawaran ng DLSU bilang Natatanging Guro (2002, 1995, 1994, 1993) at Don Santiago Syjuco Gawad Professor sa Ekonomiks sa maraming taon.  Dahil sa kanyang kontribusyon sa intelektwalisasyon ng wikang Filipino tumanggap siya ng Dangal ng Wika mula sa Komisyon sa Wikang Filipino (2016), Bayani ng Wika mula sa Wika ng Kultura at Agham Inc. (2009), Gantimpalang Quezon sa Panitikan (1995) mula  sa Pamahalaang Bayan ng Lungsod Quezon at Gawad Pagkilala (1991) mula sa Linangan ng mga Wika sa Pilipinas.  Ginawaran ng Metrobank Foundation ng Award for Continuing Excellence and Service (2009) at bilang isa sa Mga Natatanging Guro ng Taon (1993). Nagkamit din siya ng National Book Award mula sa Manila Critic Circle (1990 at 1994) at ng De La Salle Alumni Association Lasallian Achievement Award (2015).
 
Malawak ang kanyang pagtuturo sa loob at labas ng Pilipinas. Mahigit sa apat na dekada na siyang nagtuturo sa DLSU. Naging visiting professor at visiting scholar din sa mga pamantasan sa Japan, Estados Unidos, Tsina, Thailand, France at Laos. Naging konsultant siya sa mga proyekto ng iba’t ibang ahensya ng pamahalaan at organisasyong internasyonal.
 
Marami na siyang nailathalang artikulo at aklat sa wikang Filipino at Ingles sa iba’t ibang paksa tulad ng globalisasyon, kalakalan sa mga serbisyo, pandarayuhan, integrasyong rehiyonal, ekonomiks ng edukasyon at intelektwalisasyon ng wikang Filipino. Dati rin siyang  nagsulat ng kolum na Ating Suriin sa Pinoy Periodiko, Tantiyahan sa Diyaryo Filipino at ng Wealth Watch sa Manila Bulletin. Kasapi rin siya sa mga iba’t ibang organisasyong profesyonal tulad ng Phi Delta Kappa, Phi Gamma Mu, at ng Philippine Economic Society.
