Project Leader: Dr. Celia Reyes
Funding Agency: United Nations Development Programme (UNDP)-Manila/NEDA
Duration: 2006 to 2009
The Community Based Monitoring System (CBMS)–Development Grant Program is an initiative by the CBMS Network Coordinating Team of the DLSU–AKI and the UNDP to reduce poverty and enhance economic and social development in the country in a sustainable manner. It aims to promote good governance and greater transparency in resource allocation through evidence-based needs identification, program design and impact monitoring. In particular, it shall support local government units (LGUs) and non-government organizations (NGOs) in implementing programs and interventions that will address specific development needs identified through CBMS. Target beneficiaries were determined by the screening committee composed of NAPC, DILG, and NEDA following a call for project proposals from LGUs. It entailed technical support in the call for project proposals, development and implementation of guidelines for the review of proposals, coordination with Screening Committee and with the partner LGUs and monitoring and review of project outputs. Project was able to support 34-LGU projects.
