The project extends the industrial adjustment issue to the labor market dynamics in response to the growing disaffection to the trade liberalization program inasmuch as the expected good growth and employment performance that have proven somewhat illusory, especially in the Philippine context. The project aims to further understanding of the challenges of inclusive growth in East Asia in the face of increased economic integration and rising pressures for industrial upgrading in much of Southeast Asia. It is not possible to address all the issues that correspond to the components of the framework toward pro-inclusive growth in East Asia however, the research program focuses on selected issues of importance toward making globalization work for workers, firms and inclusive growth and international competitiveness in three Southeast Asian countries, Indonesia, the Philippines and Vietnam. The program focuses on the three countries because they are the ones that face the most challenges towards industrial upgrading and inclusive growth from globalization. The three countries also provide interesting contrasting as well as common experiences that can help deepen our understanding of the process of economic adjustment and globalization. The project also hopes that the advocacy effort, which is connected with it would help cement consensus on the way forward for inclusive growth and industrial upgrading domestically in Indonesia, Philippines and Vietnam as well as regionally in the ASEAN as a whole. The project consists of studies or the research program and advocacy activities.
