This research applies the Anker methodology to estimate the cost of living for reference tobacco-farming families living in Northern Luzon, focusing on two provinces, namely: Ilocos Sur and Isabela. This study is commissioned by Phillip Morris International through Social Accountability Institute and Anker Institute. The funders are keen to identify an international norm that will serve as the benchmark for ascertaining whether actual incomes are adequate in meeting a decent standard of living of tobacco farmers in select areas in the Philippines. While the researchers’ job is to generate a consistent estimate, the result may influence firm policy.
