The 17 Sustainable Development Goals set by the United Nations have been adopted by many developing nations, with the hope of inspiring and igniting significant progress. Higher education institutions (HEI) have been identified to play a key role in innovation and development. However, very few nations have committed resources to education, and many have not established sustainable financial strategies for higher education. This study aims to produce evidence-based strategies for sustainably strengthening HEI financing systems. This will be done by analyzing how governments and HEIs mobilize public and private resources.
