Sapat na ba ang pagsesenyas upang tugunan and di pagtutugma sa bilihan ng paggawa?

Abstract
Maraming teorya at pananaw na nagpapaliwanag sa di pagkakatugma ng talento ng manggagawa, isang banda, at sa pangangailan ng trabaho, sa kabilang banda. Ganoon pa man, ang pananaw ng di balanseng impormasyon ang itinuturing pangunahing paliwanag sa ganitong sitwasyon sa bilihan ng paggawa. Mahalaga ang papel ng pamahalaan sa pagtugon sa kakulangang ito sa pamamagitan ng pagbibigay ng sapat na impormasyon sa mga naghahanap ng trabaho at sa mga kompanyang naghahanap ng mga manggagawa. Subalit sa lawak ng impormasyong kinakailangan at sa gastos sa pangangalap ng impormasyon, ang mekanismo ng pagsesenyas ay maaaring hindi sapat upang isara ang agwat sa impormasyon. Ang ganitong kakulangan ay nagiging lantad kapag ang impormasyon tungkol sa manggagawa ay lubusang nailalahad lamang sa aktwal na pagtatrabaho. Sa aktwal na trabaho nalalaman ng mga manggagawa ang mga hamon ng trabaho, sa isang banda, at nalalaman din ng mga kompanya ang kakayahan, kasanayan at disposisyon ng mga manggagawa sa trabaho, sa kabilang banda. Maliban sa paglalahad kung papaano tinutugunan ng iba’t ibang aktor sa bilihan ng paggawa ang di timbang na impormasyon ang panayam ay tumatalakay din sa kahinaan ng pagsesenyas.  Kahit maging lubos ang impormasyon tungkol sa kakayahan ng isang indibidwal upang maging produktibong manggagawa may pagkukulang pa rin ang mekanismo ng pagsesenyas.  Kadalasan, nakaliligtaan ng pagsesenyas ang papel ng motibasyon ng indibidwal sa pagtatrabaho na isang mahalagang salik sa paghubog ng produktibidad ng isang manggagawa. Bunga ng magastos na pangangalap ng impormasyon at dahil sa hindi maobserbahang motibasyon sa trabasho, tinatayang patuloy ang di pagkakatugma sa bilihan ng paggawa.
